This high number highlights a growing challenge in the country about maintaining a balance between internet privacy and the potential harm caused by online defamation.

Japan, known for its respect for societal values and promoting a harmonious living environment, has seen an increased concern regarding online harassment and defamation. The Japanese people highly value their privacy and are anxious about the rising number of online defamation cases. Still, there is parallel concern about infringing upon freedom of expression during attempts to control this issue.

In contrast, the US and EU have a more robust apparatus for dealing with online harassment and defamation. With more established laws regarding freedom of expression online, such as Section 230 of the Communications Decency Act in the US, it offers a roadmap for countries like Japan to strike a balance between protecting individuals from online harm and upholding the freedom of speech.
